The order says that the use of federal forces in Chicago without the consent of the local authorities undermines “democratic norms, violates the sovereignty of the city, threatens civil freedom and increases violence instead of securing peace.”

Johnson said on Saturday that he had considered any legal and legislative measures to terminate the Federal Government, including possible complaints.
“We will use the dishes if necessary,” said Johnson.
