“This foreign fugitive brazenly entered the United States on four counts of violating our nation’s laws to avoid prosecution in Mexico for allegedly raping a child,” said Bret A. Bradford, Director of ICE Enforcement and Removal ( ERO). “Dangerous foreign fugitives and criminal aliens who are accused or have committed crimes such as sexually assaulting a child will not find safe haven in Southeast Texas.”
According to ICE, Flores entered the United States illegally on February 16, 2002, near Roma, Texas, and was arrested the next day US Border Patrol and returned to Mexico.
But he returned to the United States days later on February 20, 2002, and two days later on February 22. Both times, Ice said, he was arrested by Border Patrol agents and voluntarily returned to Mexico on the same day.
