San Diego – Lyle MenendezOne of the two brothers, who were convicted in Beverly Hills in 1989 in 1989, was refused by a California Review Board on Friday by a California Review Board in his first appearance to the board.
The decision came after his brother Erik refused probation on Thursday. The brothers will go back to the probation worker in three years.
The recommendation of the California Board of Parole hearings marks a significant development in decades in which international attention has attracted. The brothers’ legal proceedings broadcast on television became one of the most notorious of the 90s. The 57 -year -old Lyle spent more than 30 years behind bars.
GOV. Gavin Newsoma Can still check the decision and potentially check a veto.

A group of hearing officers from probationists evaluated the brothers individually. Similar to his brother, Lyle Menendez stood in front of the board of the board of the Richard J. Donovan Correctional Facility in San Diego.
“The committee today found that there are still signs” that Lyle is a risk to the public, said Julie Garland.
“We think that your repentance is real,” she said. “In many ways, they look as if they were a model inmate. In many ways, they were a model inmate that demonstrated the potential for changes. Despite all this external positive positive … they still have problems with antisocial personality traits such as deception, minimization and rule that break this positive surface.”
“Never have no hope … this rejection is not … it is not the end,” added Garland. “It is a way for you to spend some time to demonstrate, practice what you preach about who you want to be.”

The board members mentioned Lyle’s story to break the rules behind bars and his repeated cell phone use in prison.
“They seem to be different at different times,” said the deputy probation officer Patrick Reardon.
Lyle’s lawyer, Heidi Rummel, said during the hearing that “he spent the first 21 years in prison in his house and the rest of his life in prison … I hope that today we are in a place where we have a deeper understanding of sexual abuse in childhood.”
Ethan Milius, deputy district prosecutor of Los Angeles, said that Lyle had shown “no growth”.
“If he commits a violation, he lies over it and tries to avoid responsibility.” Said Milius.
Lyle said that he took on “responsibility for all this pain”. “My mother and father didn’t have to die that day.”
Lyle, who cried during his final remarks, spoke with a tense voice about August 20, the date on which he and his brother murdered their parents.
“It is the anniversary of a squeeze day for so many in my family,” he said. “I think of all telephone calls that day with the shocking news, loss and grief.”
“I will never be able to compensate for the damage and grief that I caused in my family,” he added. “I’m so sorry for everyone, and I will be sorry forever.”

The brothers’ family said in a statement after Lyle’s hearing that “this is not the end of the street”, and that both will go back to the board and their habeas petition remains checked.
“Although we are of course also disappointed with today’s decision, we are not discouraged. The process for probation is exceptionally strict, but we are incredibly proud of how Erik and Lyle appeared – with honesty, accountability and integrity.”
The California Board of Parole Readings (BPH) as part of the California Ministry for Corrections and Rehabilitation (CDCR) has 21 full -time officers. Each commissioner is appointed by the governor of California and confirmed by the Senate. The commissioners are serving three years of office, with the brothers of each meeting with 2-3 commissioners.
Since the California Board of Parole Lyle Menendez has not recommended for probation, it will remain detained.
Newsom will not be able to reverse the decision of the independent board of directors, but it can still be able to confirm, reverse or take measures in the decision of the Board of Directors. According to California, he has 30 days to make a decision.
If the governor decides not to act, the decision of the Probation Committee is.

During the hearing of the slogan board on Thursday, Erik Menendez was denied a recommendation for probation.
Commissioner Robert Barton emphasized the weight of Erik’s actions and subsequent prison behavior.
“I believe in redemption or I would not do this job … but based on the legal standards, we find that you continue to be an inappropriate risk of public security.”
He said, although the forgiveness of the family is “amazing”, forgiveness and probation are separate matters: “Two things can be true. They can love and forgive them and they can still be found as unsuitable for probation.”
Barton expressed concerns, not only the nature of the shotgun murders, but also about Erik’s misconduct during his punishment. He referred to his use of smuggling goods, including a cell phone, drugs and alcohol and his role in a tax program for prison gangs.

The decision came to the Faels of A Bombing In Los Angeles Superior Court in May, where judge Michael Jesic reduced her lifelong prison terms to 50 to life, which she entitled to consider probation.
In a press conference after the judgment on Wednesday, May 14th, Newsom explained the multi-layered process to take into account the authorization of the Menendez brothers for publication.
The governor said that a team of forensic psychologists carried out individual risk reviews for every brother before concluding a decision.
“We thought that was advisable,” he said, said that these assessments were not only “discussed” District Prosecutor of Los Angeles County, Nathan Hochman And the victim’s family, but also by the judge “both publicly in another conversation, some of them behind closed doors”.
The theme of the brothers’ Comprehensive risk reviews (Cra) was a sticking point for the district prosecutor of Los Angeles, Nathan Hochman.
The brothers were identified as a “moderate risk”, an increase in their previous “low risk” test. After each report, the moderate risk was given that Erik and Lyle had been led in recent months due to violations of smuggling against smuggling, in particular possession of mobile phones.

Hochman first divided the knowledge of Lyle Menendez, the “acts cheating” and spoke about the smuggling.
He added that Lyle “had played down his breakdowns” and that his report “claim and willingness to meet his own needs”.

In August 1989, Beverly Hills Socialites José and Kitty Menendez were shot in their house.
Hochman previously described the murders as “mafia-like hits” and noticed the violent nature of the repeated rounds that were fired at the parents.
The boys, then 18 and 21, were convicted in 1996.

The defense claim was that the brothers had been violently driven by years of physical and sexual abuse in the hands of their father.
Despite the first process that led to a hung juror that led to her later conviction in 1996, the public is divided whether the brothers acted in greed or self-defense.
